CHAPTER XIII
PARTY MEMBERSHIP

  • Article 88
    1. An applicant for Party membership must, through the recommendation of another Member, submit an application form filled out with all required information to a Party Branch; following examination by said Party Branch applicant shall be approved or rejected by the Prefectural Federation of Party Branches.
    2. When a Prefectural Federation of Party Branches admits an applicant as a Member, it must immediately report the fact to the Party Headquarters and notify the relevant Party Branch to that effect.
    3. A Party Branch or Prefectural Federation of Party Branches shall examine each applicant through the Examination Committee, applying separately stipulated criteria for membership, at the time the application is filed, or even after its approval. Should it be determined that applicant does not fulfill the conditions of membership his membership may be rejected or canceled.
    4. When a Party Branch or Prefectural Federation of Party Branches intends to reject an application or cancel a membership in accordance with the preceding provisions, notification shall be confirmed in advance between the two parties; the application rejection or membership cancellation shall be reported immediately to Party Headquarters.
    5. Even if an application is approved by a Prefectural Federation of Party Branches it may be canceled if Party Headquarters, after conducting an examination, finds it appropriate to do so. In this case Party Headquarters shall promptly notify the Prefectural Federation of Party Branches, as well as the Party Branch concerned, to that effect.
  • Article 89
    In addition to the preceding provisions, procedures for admission to the Party based on this Constitution, the examination of Party membership qualifications, and the like, shall be stipulated separately
  • Article 90
    If a Member of the Party who currently serves in the Diet (or a Member of the Party who formerly served in the Diet; this applies to the following clause as well) intends to resign from the Party, he or she must report this to Party Headquarters. All other Members of the Party who intend to resign must report this to a Party Branch, a Prefectural Federation of Party Branches, or Party Headquarters.
    1. After the aforementioned report submitted by a Member of the Party in the Diet has been reviewed by the Party Ethics Committee, the Party Headquarters shall accept the resignation.
    2. When either a Party Branch, a Prefectural Federation of Party Branches, or Party Headquarters receives a report of resignation, the other two bodies must be promptly notified to that effect.
  • Article 91
    When a Member who has resigned or been expelled from the Party requests reinstatement as a full Member, the procedure shall be the same as provided for under Article 88. In this case the application for reinstatement shall be examined by the Party Ethics Committee.
