At an Emergency Officers Meeting of the Party's Emergency Response Headquarters for North Korea's Nuclear Tests and Missile Launches (Chairperson: Secretary-General Toshihiro Nikai), Chairperson Nikai said, "Just publishing another protest is useless." He urged the government to respond effectively.
