CHAPTER II
EXECUTIVE BODIES

President and Vice-President

  • Article 4
    1. The Party shall have a President.
    2. The President shall assume supreme responsibility for the Party, and represent and oversee the Party.
  • Article 5
    1. The Party may appoint a Vice-President.
    2. The Vice-President shall assist the President and act on his behalf in the event the President is unable to perform his duties or in the event the President's seat becomes vacant.
  • Article 6
    1. The President shall be elected by vote according to the Rules for the Election of President of the Party, which shall be stipulated separately.
    2. If the President vacates his or her seat during the presidential term, a presidential election shall be conducted according to the Rules for the Election of President of the Party as described in the preceding Clause. In the case of emergency, a successor may be elected at a Joint Plenary Meeting of Members of both Houses of the Diet as a substitute for the Party Convention.
    3. In this event, eligible voters shall be all Diet Members as well as three representatives from each Prefectural Party Federation branch.
    4. If more than half the total of all Party Diet Members and the total of one representative from each Prefectural Party Federation branch request the presidential election before the term of the President expires, the election shall be conducted in the same manner as if the President vacates his or her seat during the presidential term.
    5. The request described in the preceding clause shall be made to the Party Headquarters’ Presidential Election Administration Committee.
    6. The Vice-President shall be appointed by the President. The appointment shall be approved by the Party Convention.

Section 2
The Secretary-General, Acting Secretary-General, and Deputy Secretaries-General

  • Article 7
    1. There shall be a Secretary-General and not more than thirty Deputy Secretaries-General in the Party. The Secretary-General may appoint an Acting Secretary-General from among Deputy Secretaries-General.
    2. One Deputy Secretary-General shall be elected from among members of the regional bloc conferences of Party members of both Houses of the Diet, established within the House of Representatives proportional representation blocs, and elected from among members of the Meeting consisting of House of Councillors’ members elected by proportional representation respectively.
  • Article 8
    1. The Secretary-General shall assist the President in carrying out Party affairs.
    2. The Acting Secretary-General shall assume the functions of the Secretary-General under his direction.
    3. The Deputy Secretaries-General shall assist the Secretary-General.
  • Article 9
    The Secretary-General shall be appointed by the President with the approval of the General Council.
  • Article 10
    The Deputy Secretaries-General shall be appointed by the Secretary-General with the approval of the General Council.

Section 3
Bureaus

  • Article 11
    1. The following Bureaus shall be established under the supervision of the Secretary-General.
      1. Personnel Bureau
      2. Treasury Bureau
      3. Information Research Bureau
      4. International Bureau
    2. Each Bureau shall have a Director-General and several Deputy Directors-General.
    3. Directors-General and Deputy Directors-General shall be appointed by the Secretary General with the approval of the General Council.

Section 4
Finance Committee

  • Article 12
    In order to provide sound management of Party finances, a Finance Committee shall be established.
  • Article 13
    1. The Finance Committee shall consist of seven Members. Committee Members shall be appointed by the Party President with the approval of the General Council.
    2. The Chairman of the Committee shall be mutually elected from among its Members.
    3. The Chairman of the Committee shall convene the Committee's meetings.
  • Article 14
    The Finance Committee shall be briefed every two months on Party income and expenditures and, if it is deemed necessary, may submit recommendations to the President regarding Party finance.
  • Article 15
    The Finance Committee shall inspect the settlement of accounts which is submitted to the Party Convention.

Section 5
Party Organization Headquarters

  • Article 16
    1. In order to strengthen and unify the Party's organizational activities the Party shall establish a Party Organization Headquarters.
    2. The Party Organization Headquarters shall have a Chairman and several Deputy Chairmen. The Chairman may appoint one of the Deputy Chairmen to be Acting Chairman.
    3. The Chairman shall oversee and direct the management of the Headquarters.
    4. The Acting Chairman shall assume the Chairman's functions under the direction of the Chairman.
    5. The Deputy-Chairmen shall assist the Chairman.
  • Article 17
    1. The Chairman of the Party Organization Headquarters shall be appointed by the President with the approval of the General Council.
    2. The Deputy-Chairmen shall be appointed by the Chairman with the approval of the General Council.
  • Article 18
    1. The Divisions below shall be established within the Party Organization Headquarters. There shall be established Interest Group Committees under the Interest Group Policy Division. The Local Assembly Members Department, the Registrar Center and the Office for Japanese Nationals Residing Abroad shall be established under the Party Organization Division.

        1. Committee on Judicial Affairs and Local Autonomous Organizations
        2. Committee on Organizations Involved with Public Finance, Finance and Securities
        3. Committee on Organizations Involved with Education, Culture and Sports
        4. Committee on Organizations Involved with Social Education and Religion
        5. Committee on Organizations Involved with Health and Welfare
        6. Committee on Organizations Involved with the Environment
        7. Committee on Organizations Involved with Labor
        8. Committee on Organizations Involved with Agriculture, Forestry and Fisheries
        9. Committee on Organizations Involved with Commerce, Industry, and Medium and Small Enterprises
        10. Committee on Organizations Involved with Transport and Transportation
        11. Committee on Organizations Involved with Information and Communications
        12. Committee on Organizations Involved with Land Development and Construction
        13. Committee on Organizations Involved with National Security
        14. Committee on Organizations Involved with Public Safety
        15. Committee on NPO/NGO
      2. Party Organization Division
        Local Assembly Members Department
        Registrar Center
        Office for Japanese Nationals Residing Abroad
      3. Women's Affairs Division
      4. Youth Division
      5. Labor Administration Division
      6. Public Speeches Division
    2. Each Division shall have a Director and several Deputy Directors. Each Interest Group Committee shall have a Chairman and several Deputy Chairmen.
    3. Directors and Deputy Directors, as well as Interest Group Committee Chairmen and Deputy Chairmen, shall be appointed by the Chairman of the Party Organization Headquarters, with the approval of the General Council.
  • Article 19
    In order to maintain and adjust relations with all manner of organizations outside the Party, Interest Group Deliberation Councils may be established within Interest Groups Committees

Section 6
Public Relations Headquarters

  • Article 20
    1. In order to vigorously promote the Party's public relations activities, a Public Relations Headquarters shall be established.
    2. The Public Relations Headquarters shall have a Chairman and several Deputy Chairmen. The Chairman may appoint one of the Deputy Chairmen to be Acting Chairman.
    3. The Chairman shall oversee and direct the management of the Headquarters.
    4. The Acting Chairman shall assume the Chairman's functions under the direction of the Chairman.
    5. The Deputy-Chairmen shall assist the Chairman.
  • Article 21
    1. The Chairman of the Public Relations Headquarters shall be appointed by the President with the approval of the General Council.
    2. The Deputy-Chairmen shall be appointed by the Chairman with the approval of the General Council.
  • Article 22
    1. The following divisions shall be established under the Public Relations Headquarters.
      1. Publicity Division
      2. Information Division
      3. Culture and Sports Division
      4. Publications Division
      5. Party Newspaper Division
      6. Multimedia Division
      7. Photography and Video Division
    2. Each Division shall have a Director and several Deputy Directors.
    3. Division Directors and Deputy Directors shall be appointed by the Chairman of the Public Relations Headquarters with the approval of the General Council.

Section 7
Diet Affairs Committee

  • Article 23
    There shall be established a Diet Affairs Committee responsible for the management of Party activities in the Diet.
  • Article 24
    1. The Diet Affairs Committee shall have a Chairman, several Deputy Chairmen and Members.
    2. The Chairman of the Diet Affairs Committee shall be appointed by the Secretary-General with the approval of the General Council. The Deputy Chairmen and Members shall be appointed by the Chairman with the approval of the General Council.

Section 8
The Board

  • Article 25
    1. There shall be established the Board in order to comprehensively coordinate the activities of all Party bodies and devise comprehensive Party strategy, as well as to decide on important matters related to the execution of Party duties.
    2. The Board shall be comprised of the President, Vice- President, Secretary-General, Chairman of the General-Council, Chairman of the Policy Research Council, Chairman of the Election Strategy Council, Chairman of the General Assembly of Party Members in the House of Councillors, and the Secretary-General for the LDP in the House of Councillors. If necessary, the Board may request the attendance of other Party Officers.
    3. The President shall convene and preside over the meetings of the Board.
    4. The Secretary-General, under the direction of the President, may assume the functions of the President stated directly above.

Section 9
Liaison Meeting of the Board

  • Article 26
    1. There shall be established a Liaison Meeting of the Board in order to maintain close contact between Party bodies, and to contribute to the smooth execution of Party duties.
    2. The Liaison Meeting of the Board shall be comprised of the heads of each Party body and, if necessary, those appointed by the President.
