Article I
In addition to the Rules for the Election of President (hereafter called "Rules"), the presidential election shall be conducted in accordance with the Bylaws of the Presidential Election.
Article II
The announcement of the Presidential Election shall be the responsibility of the Party Headquarters’ Administration Committee.

In the event of an election, the Party Headquarters’ Administration Committee shall inform the executive of Party Headquarters, all prefectural presidential election administration committees, the Liberal National Congress, and the National Political Association of matters pertaining to the presidential election, including the dates and schedule of the election, and announce these details to those with voting rights (hereafter called "voter") through the party newspaper, and also publicly announce it through the general news media.

Upon receiving the announcement, each prefectural Presidential Election Administration Committee (hereafter called "Prefectural Administration Committee") shall announce the details as stipulated in the preceding clause to the party machine including the executive of each prefectural Federation of Party Branches, branches in constituencies and municipalities, and in occupation branches.

Article III
The nomination shall be submitted with a notification form designed by the Party Headquarters’ Administration Committee.

No person can nominate two candidates at one time.

The Party Headquarters’ Administration Committee shall determine the dates for the acceptance of notifications.

The notification must be accompanied with a photograph, biographical sketch and personal statement of the nominee and be submitted to the Party Headquarters’ Administration Committee for the purpose of publication in the party newspaper.

The Party Headquarters’ Administration Committee shall determine by lottery the order of nominees’ statements when advertising them in the party newspaper and placing their names on the list of nominees at polling places at the time of voting by Party Diet members as well as at the time of voting by Party Members.

Article IV
Voters of Party members stipulated in the Clause 1 Article VI of the Rules for the Election of President shall be Party members who paid party dues to the Party Headquarters through prefectural Federation of Party Branches, and Voters of Liberal National Congress stipulated in the same clause shall be Liberal National Congress members whose payments of party dues were confirmed by the Liberal National Congress.

Voters of National Political Association stipulated in the Clause 1 Article VI of the Rules for the Election of President shall be as follows: individual members of National Political Association who subscribed a share or more and corporate members who paid what the Party Headquarters’ Administration Committee decides or more as party dues, and their payments of two previous years are confirmed.

Article V
Following day of the announcement on the enforcement dates for Presidential Election, the Prefectural Administration Committee shall place voters’ names, as of the announcement day, on the List of Voters.

Party Members and others can view the list for three days only starting from the day following the listing.

In principle, each voter can not review other pages other than his or her own page.

In this event, none are allowed to make a transcription, photography, or photocopy of the list, except for a special case.

Voters can file his or her information registered on the List of Voters only during the review period.

The necessary details on the reading place and hours for the List of Voters shall be determined by each prefectural Administration Committee.

Those who are twenty years of age or over as stipulated in the Clause 1 Article VI shall include those who become twenty years old by the end of the presidential election year.

Article VI
If a voter of presidential election loses his or her voting right due to expulsion, secession or withdrawal from the Party, or with any other reasons, in the case of Party member, the prefectural Federation of Party Branches that he belongs to shall immediately report the prefectural Administration Committee concerned, and in the case of Liberal National Congress member or National Political Association member, the Liberal National Congress or National Political Association shall immediately report to the Party Headquarters’ Administration Committee.

Upon receiving the notice stipulated in the preceding clause, the said prefectural Administration Committee shall report it to the Party Headquarters, and delete the name of the said voter from the List of Voters with the consent of the Party Headquarters. Upon receiving the notice stipulated in the preceding clause, the Party Headquarters’ Administration Committee shall report it to the Administration Committee of the prefecture where the said voter is residing, and the said prefectural Administration Committee shall delete his or her name from the List of Voters.

Article VII
The Prefectural Administration Committees shall confirm the List of Voters one day before the date of announcement of presidential election and submit it to the Party Headquarters’ Administration Committee.
Article VIII
The Party Headquarters’ Administration Committee shall oversee the election campaign organized by the Party including publicizing candidates’ statements in the party newspaper, arranging public speeches, and managing media appearances.

In this event, the Party Headquarters’ Administration Committee must be careful in handling the publication and appearance on various programs planned by the media, in a manner of equality and fairness, as well as not to create ill feeling among Party members.

If any action which damages the integrity, transparency or the fairness of the election occurs, the Party Headquarters’ Administration Committee can advise or give a warning to the said person and the group concerned, announce their names, or file to the Party Ethics Committee.

If the action stipulated in the preceding clause is performed in one prefecture, the said prefectural Administration Committee shall report it to the Party Headquarters’ Administration Committee, and request that the measures stipulated in the preceding clause be taken. However, if there is no time to pursue this procedure, the said prefectural Administration Committee can adopt the measures deemed appropriate in place of the measures stipulated in that clause. When such measures are taken, the said Committee shall immediately report to the Party Headquarters’ Administration Committee.

Article IX
Only those on the list of Voters can cast a ballot.

In postal balloting, voters shall cast ballots issued by the prefectural Administration Committees that are printed on reply-paid postcards.

In this event, voters shall write the candidate’s name in his or her own handwriting, and mail the postcard.

The Party members’ postal balloting shall be closed one day before the vote of Diet members at the post office designated by each prefectural Administration Committee.

The postcards sent by Party member voters shall be kept in the post offices designated by the prefectural Administration Committees until ballot counting day.

If postal balloting or on-site balloting cannot be carried out because of inconvenient transportation (e.g, on islands), or because of unavoidable accidents including national disasters, the said prefectural Administration Committee can determine a different voting method for the voters of those regions.

Article X
The Party Headquarters’ Administration Committee (and prefectural Administration Committees for the votes of Party members) shall choose the administrators to count the ballots and the witnesses of the ballot counting as well.

The administrators must check all the ballots together with the witnesses.

The manner of ballot counting shall be determined by Party Headquarters’ Administration Committee. The administrators can regulate the number of observers allowed in the counting place for the purpose of maintaining order.

Voting and Counting Hours

Article XI
The Party Headquarters’ Administration Committee shall determine the voting hours for the voting of Party members, and counting hours for the voting of the Diet members and the Party members.

Reporting of Election Results

Article XII
When voting is closed and the results are finalized the administrators shall report to the Chairman of the Party Headquarters’ Administration Committee the total number of votes, including the number of valid and invalid votes, and the total number of votes per candidate obtained. In the case of the administrators for the voting of Party members, the reports of counting shall be made through the prefectural Administration Committees to the Chairman of the Party Headquarters’ Administration.

Upon receiving the report explained in the preceding clause, the chairman of the Party Headquarters’ Administration Committee shall convene a committee meeting and confirm the rules stipulated in the preceding clause.

Article XIII
The Party Headquarters’ Administration Committee and prefectural Administration Committees shall make a record of the election regarding ballots, counting, and the results, signed by all committee members. This report shall be kept during the period that the elected president holds office. Prefectural Administration Committees shall keep records on the election results of the said prefecture.
